FR"Je pars." Le 31 décembre 1999, Boris Eltsine annonce à la télévision sa démission du poste de président de la Fédération de Russie. En attendant la tenue de nouvelles élections en mai, il nomme comme remplaçant intérimaire son chef du gouvernement, Vladimir Poutine, à la cote de popularité au plus bas. L'ancien officier du KGB est intronisé le soir même dans la liesse générale du Nouvel An (première habileté politique). Poutine se sert de sa nouvelle position comme d'un tremplin, et, sans avoir vraiment mené campagne, est élu au premier tour de la présidentielle. Il est alors suivi par Vitaly Mansky, chargé pour la télévision d'État de filmer la passation de pouvoir et de composer un portrait autorisé du nouvel homme fort du pays. Près de vingt ans plus tard, le documentariste, entré en dissidence et désormais exilé, remonte son film et propose une relecture critique de ses images, à l'aune de l'ascension du potentat Poutine.

While awaiting the holding of new elections in May, he appoints his head of government, Vladimir Poutine, as his interim replacement, with the lowest popularity rating. The former KGB officer is inducted the same evening in the general New Year's Eve. Putin uses his new position as a springboard, and, without having really campaigned, is elected in the first round of the presidential election. He is then followed by Vitaly Mansky, responsible for state television to film the transfer of power and to compose an authorized portrait of the new strongman of the country.
